Once the unit is constructed and pollution control systems are installed as per the approved plan, the next step is Consent to Operate (CTO). CTO is required before commencing commercial production or operations. This consent confirms that the industry has complied with the conditions mentioned in the CTE and has effectively implemented pollution control measures. UPPCB may conduct inspections, verify operational data, and review monitoring reports before granting CTO. The consent is generally issued for a specific period and must be renewed periodically, depending on the industry category.
Industries in Uttar Pradesh are categorized into Red, Orange, Green, and White categories based on their pollution potential. Red category industries face stricter scrutiny and shorter validity periods, while Green and White category units enjoy relatively simpler compliance requirements. Failure to obtain or renew CTE or CTO can result in penalties, closure notices, or legal action by the pollution control board.

This has improved transparency and reduced processing time.
